Encourage all ESCC members responsible for setting up intra-site security to start using PGP to exchange secret keys.

Schedule a PGP key-signing session at the next ESCC meeting.

Establish an ESnet PGP key server.

Enhance the key server so it scales to the size of our community.

Provide multiple access methods to the key server including email, web and X500.
